Tu as mal compris ce qui est inclus et ce qui ne l'est pas. Les appels France -> mobiles d'opérateurs étrangers sont surfacturés.

EU -> EU all calls included
Swiss is included in the same way as EU on 24,99€ plan, not "série limitée" plans.

If I'm calling somebody from france to germany (fixed line) its for free
If I'm in germany and call somebody in germany (mobile phone) i have to pay?

It's only 10h, not unlimited but if all calls from France to Europe (fixed and mobile) you make in a month do not exceed 10h, that would be good for you.
FYI, the 19,99€ plan was just removed from the catalogue. If you have it, you can keep it but if you change, you will never be able to get back to this plan.
